The issue appears to be resolved. The following announcement came from the exchange:

Dear Subscribers,

Connectivity to our primary data center location has been fully restored, and we are preparing to open OTC Link this afternoon from that location. We are working with FINRA to determine the specific time for an open, and will send out an update as soon as it is available.
