Desktop API Forum has moved

Just a quick note to say that we have moved the Desktop API forum into the same group as the EFS forums. This makes more logical sense as the Desktop API ties in better with the programming discussions in the EFS forum. As a result of this, the forum group has also been renamed to "EFS / API Development".
