monthly chart with an offset

I'd like to have a monthly chart such that it starts on the 2nd Monday of the month. So it's a monthly chart, but shifted over some (it's not necesarily shifted over by 1 week, obviously).

Is this possible? Has this been done? How could I get started with this?
