Limiting Data Flow

I have to sometimes use eSignal on my laptop. It works fine when directly connected to my modem. If I have to use a 4G or wifi connection, is there any way to limit how much data is downloaded during regular hours?

The only way to limit this would be to limit what is being looked at on the page you are using.
