Anchored line

I would like to draw some horizontal lines [average length 10 bars width] at the very top and bottom of the screen. I wan't them to remain anchored if I scroll up or down or grab the chart and move it up
or down.

If I move the chart horizontally then I would like them to move and remain relative to the bars.

Is this possible in Esignal 11.5 (SP2) ?
