Size of Minimized Charts "Bar"

If I create a chart and then minimize that chart, a "bar" is shown with the title of the chart at the left, next to a chart icon, and the open, maximize and close icons to the right. How can I decrease the size of this bar??? I'd like to make them about 1/2 to 3/4 the width that they are WITHOUT changing any system settings (or monitor resolution), etc for all my other apps.

As far as I know the size of the minimized Title Bar is defined by Windows for all applications and would require modifying the Registry to change it.
