IBD has a very useful tool in their Volume % Change. Here is how they calculate it
"Volume % change (intraday)
Measures a stock's current day's trading activity in relation to its normal trading activity. The day's trading activity is broken into time segments to measure this. For example, if the 50-day average volume for a stock is 2,855,700 shares and the current day's trading volume after 2.5 hours into the trading day is 1,274,600 shares, the rate would be 17% above the normal average daily volume.
The rate is calculated as follows:
2.5 hours = 38% of the total trading day
38% of the average daily volume (2,855,700) = 1,085,166
D% between 1,085,166 and 1,274,600 = 17%"
