What time is the general rule for determining Pivot Point values for Forex? TradeTheNews posts forex pivot point values based on a 5PM EST day close time. Person's Pivot in ThinkOrSwim also uses 5PM. But some software uses 12 midnight.

But some software uses 12 midnight.
Keep in mind that even though the plots start and end at midnight this does not necessarily mean that the Pivots are calculated using data from that time frame. In eSignal [and similarly in other programs that I know of] they start at midnight because the formula engine synchronizes the plots between different intervals by date and time and since the Pivots are based on the daily bar [which is time stamped 00:00] the plot begins at the corresponding date and time on the intraday chart.
However the data in the daily bar itself is based on the session times for that security. For example the daily bar of ES #F is based on the data between 15:30 CT of the day prior to the trade date and 15:15 CT of the trade date.
You may also want to review this article in the eSignal KnowledgeBase that explains [amongst other things] how the daily bar is built with Forex symbols
