Update not entitled

Good day!

We are developing application which uses dbcapi.dll and dbcctrl.dll to get data from eSignal server. Component Ticker is used.
Half a year ago everything worked with account A.
Now we are using account B and the application receives message "ticker_UpdateNotEntitled" when it calls "RequestTicBarData" function.
So, there are two questions.
1. May there be any differencies between accounts data access rights?
2. What does this message mean in details?
