register for Desktop api - can't find it in account maint to add it

" must have the "eSignal Desktop API with ActiveX Technology" add-on service active on your account. "

However, I cannot find it in the account maintenance options/services/products.

Can someone please let me know how to add it?

This is Sat, so I can't just call.
