Simple price reading and ATR

Is there any documentation on how to access specific data using the API? For example I have a ticker 'IBM'
and I want to access its price at 10:00 Am today in the morning or at a particular date. Similarly I want to
read the ATR value using the API. I haven't found any detailed organized documentation
