CreateNewWindow Symbol Fails

When using
eSignal.CreateNewWindow 1, 50, 50, 300, 400, False, "FV U4"

a new quote window does get created with everyting correct except that no symbol value gets inserted into the symbol cell on the first line. It remains blank.
If I then type in a symbol, it is accepted.
Has anyone else seen this? Am I missing something or is this a bug in CreateNewWindow?

Is Symbol here meant to be the first symbol on the first row?

The call looks correct. Are you able to use an equity symbol, IDC, for example? Are you able to open a chart, rather than a quote window?
