problem with multiple position management

Hi I have developed an EFS which tries to increase and decrease on opening position based on Bollinger Bands. I am only trying it initially for short sales - once it works I will try it also for long purchases. Unfotunately the EFS program I developed doesnt take all of the positions it is supposed to. I think it is something to do with the function Strategy.doShort not allowing increasing of positions but when you read the help file it says that this function does allow for increases to original lot size. Ive attached the efs and would welcome any comments tips from other users
