Can anyone tell me the formula to trigger an alert if the rsi(4) closes below 25% on any symbol in my database? and then alert again when that symbol trades to 50% on the rsi(4)? Thank you

If you run a Search using rsi AND alert* as the keywords you should find several RSI scripts that will trigger alerts under various conditions.
You may also want to try the Formula Wizard which makes it relatively easy to write scripts such as these. For instructions on how to use the Formula Wizard see the Formula Wizard Guide in the EFS KnowledgeBase
