difference between 2 sma's

If I wanted to display the difference between a 3sma and a 13sma in a histogram on the lower part of a chart, can this be donw with the formula wizard?

Yes, you can use either Price Oscillator Study or the MACD Study with Signal
set to 1.

my new question: can you set the number of decimal places that you would like to display.

i.e. if the difference is .007, but the display is .01, can you increase the number of decimal places to 3 and see the actual difference rather than a rounded off difference?

At this point, the ability to adjust the decimal precision that is displayed for the output of an EFS doesn't exist. I know this has been suggested before, but I'll mention it again to our Product Development Team.
