bid/ask volume ratio HELP

I plot this formula : but i dont understand the use of it.
is it a Ratio of the cummulative bid ask for a point of time
on the intraday .
please just send me what ever y know about this one or is there
another file which give me clue about the strengh of the buy side versus the sell side
