How to set alert for following situation:

I need an alert for simple situation: if $VIX candlestick is completely above 4SMA or below it. or it's high/lows are completely above/below 4SMA. (5 minutes or 60 min charts)

Can anyone give me sample code? I am new in this, so please direct me.

The attached efs will trigger an alert every first time a bar is fully above or below a 4 period simple moving average. The alerts are triggered only at the completion of the interval.
