Moving Average Alert

I want to be able to point and click to place an audio visual alert on a moving average that exists on my chart.

What I need to happen is when the specified average changes direction I want an audio visual alert to occur.

To be specific: when the current moving average value becomes equal to or greater than the previous value, I want the alert to be triggered.
