Custom programming in this industry has alot to do with your knowledge of this industry. If you were to find a "non-trading related" programmer, you'll most likely have to teach him technical analysis and many other things before he will be able to accomplish what you want.

If you need my help, let me know? Otherwise, I suggest you investigate other resources (like magazines and others). YOu might have to find someone outside Chicago to accomplish your goals.
