Well here's my shot at it, but unfortunately there's a bug in calculating the Upper and Lower bands. Could someone take a look at the code for us?

Here's my corrected version. As creating Bollinger Bands of the H/L Range won't plot correctly on the price pane due to the differences in data ranges, I have put it in it's own study pane. Not sure this is going to be too useful since TSSupport's code is much more portable, however I just couldn't go home today without fixing it. Thanks Andy for your help on this.
