anyone know of an EFS that simply alerts when a prior bar's high/low has been broken?

We read your post and did a search for alert* high* in the EFS Wizard forum, it brought up several different threads regarding alerts. In particular was this post that uses the EFS Formula Wizard to create and EFS that compares the current bar’s close to the previous high and triggers an alert if it's greater. Please read over the post and see if it will help you accomplish what you'd like.
I've also included a link to the Formula Wizard Guide to help explain what some of the required fields are.
