How do i set up my esignal account to where i will be alerted when stocks are approaching there major moving averages (200,100,50 day) etc...
Also how do i set up my account to notify me when stocks are in oversold/overbought areas via bollinger bands, stoch's, rsi etc...

There are several different EFS Alert indicators in the EFS Database that you can use for your purposes or using the EFS Wizard to create your own. Searching the forums could also produce some usable studies so that you're not creating studies that have already be done and shared.

Doing a search here on the forums for Bollinger Band Alerts I found thispost which cover two of your request.
