RSI price study problem

I'm trying to to get a price study signal to give me an up arrow or down arrow to mark when the RSI crosses up from below, or down from above certain extreme levels such as 5 and 95. I tried to use an example from another efs. but I couldn't get it to work for both up and down levels. Also, the arrows would only show up if I reloaded the efs. I have attached the efs file for the up arrow indicator. If somebody could show me how to put both up and down signals in one efs, and working properly on close of bar, I would appreciate it.
