Hi

I need some help regarding the possibility to create new oscillators or create some signals on charts. For example just to take practise how I can create an RSI in which if index is below 30 put a green arrow (up) on the chart and obviously on the contrary if index is above 70????

The easiest way to get acquainted with EFS is to use the Formula Wizard (at least in the beginning). Despite some of its limitations it will help you in becoming familiar with the basic syntax and contructs used in eSignal's formula language. For example creating a formula such as the one you mention is very easy to do with the Formula Wizard
You may also want to read all the Help Guides available in the EFS KnowledgeBase and go through the KnowledgeBase in general
