Horizontal Line

Is it possible to have a horizontal line on the chart with the price shown on the right hand side ?

Yes it is possible. You can just plot a constant value in the chart in which case the price will be displayed in the price scale. If instead you want to draw the lines then you can use this efs from the EFS Library as an example.

Is it therefore possible to move the line by dragging it

Not with the methods I indicated in my prior reply. To be able to click and drag a line that you have drawn using efs you would need to use the addLineTool() function.
