I would like to paint the bars green when Close>Close[1],
red when C<C[1]. Any quick way to do this?

Unless you have some particular reason you do not need an efs to do this.
Right click on the chart and select Edit Studies. This will bring up the settings for the Bar chart. On the left you will see two Color Selector boxes one for Up Bars and one for Down Bars.
If on the other hand you need an efs to do this then here it is attached
