Looking back to determine high a drawing a line

I would like to look back and find the high of the price bars between 9PM and 11PM EST and draw a line based on the high for each day. I want the line to start at 9PM EST to 9PM EST the next day. Sort of like the pivot lines for each 24 hour period.

Is there an EFS that provides something like this that I can modify or are there any suggestions to how I should go about this?
