Is it possible to color just a portion of a bar, for example just the top or the bottom half, if a certain condition is true for that bar? This would be similar to a PaintBar Study in TradeStation.

That functionality is not currently available. You may want to submit a suggestion by selecting Customer Support-> Make a Suggestion from the main menu of the eSignal application.
