The only BuySell efs I have been able to find is the one available at the following link.
If this is not the one you are looking for can you provide a bit more details.
To run the efs in eSignal just download it from the link above and save it in any one of the subfolders of Formulas in the eSignal directory.
Then right click on the AdvancedChart you wish to run it in, select Formulas, navigate to the folder you saved it in and click on the buysell.efs.

I could not find any document related to that efs.
You may want to open it with the Editor and see if Matt inserted comments in the formula itself.
