When I download from this link, i do not see the definitions, just the efs2 terms, am i doing something wrong? Is the file still active?

The problem you are seeing is caused by a security feature introduced by Microsoft to reduce vulnerabilities with HTML Help.
To resolve this use either of the methods suggested by Microsoft in this article.
As to the file you reference it is not maintained by eSignal. For the most up to date documentation you should refer to the EFS KnowledgeBase
