bar time versus curent time

I need to find out if the last bar on the chart is closed or if it is still open and working. The best idea I can come up with is to compare the current time with the last bar time and then check the delta against the chart interval; if the delta is greater than the interval the bar has closed, otherwise the bar is still active. But I am having trouble with the code for this...and I am not sure that this is even the correct / best approach.

Any suggestions ?
