When I right click on a chart, one of the options that appears is "Localize Elliot". What does this do? Can you please give me a link to find information on this.

It allows you to start an Elliott wave count at a specific bar.

How is this done? Can you please give me a link to get help on this.Comment

After you have applied the Elliott Waves study to the chart you select the Localize Elliott tool and you click on the bar from which you want the wave count to begin.
I don't have a specific link so you may want to run a search for the word localize in the eSignal KnowledgeBase
