How can I create the EW Oscillator in AGET EOD 9.0 or in the eSignal Software?

You cannot do that in AdvancedGET EOD but it is possible to do that in eSignal either by overlaying studies or more efficiently through efs.
Garth Doverspike and I programmed one a while back and you can find it here
