How does $UVOL, $DVOL work?

When I view a 15 minute chart of $UVOL or $DVOL, there are areas where the volume goes sideways, and even down by a little bit. What is happening here? It seems to me that the UVOL and DVOL should only increase throughout the day. For comparison, $TVOL looks as I would expect.
