Delayed quotes on new futures exchanges?

What is the time frame for eSignal to begin broadcasting quotes on the new futures exchanges(Sydney, etc.) to customers who subscribe to delayed European and Asian futures? Also, presently I susbcribe to delayed US and Canadian futures, but for some reason I do not receive quotes for the Winnipeg Commodity Exchange (WCE). Should I be receiving quotes for this exchange?
