Is there a tool that I can use to draw a line and it will tell me the number pf points in the the span of the line and also the percentage increase/decrease?

The Segment Line Tool includes an optional Price Ruler which will indicate the points between the anchors of the line (ie the start and end of the drawn line)
It does not provide a percentage but you can get that using the Csr% tool [see this article in the eSignal KnowledgeBase for more information] which is activated by double left clicking on the chart
