Are all tics in history as chart loads ?

Hi,
I was wondering if all original tics are in a 60 minute candle on a chart as it is being populated or initially loaded? I understand of course that after its loaded there is only the resulting high, low, close and open.

Or more specifically i'm wondering if I can determine which of two circumstances occured first (chronologically) on any individual candle historically during the loading of a chart.

As I understand it, esignal loads the historical data from the history server first, then load the tick data from the tick server.

This means that no tick data is recorded for use until after it loads the initial chart data. Only then does it start feeding tick data.
