T&S window set to "Apply to all pages" doesn't apply to all pages

I created a T&S window in one page and saved the style template without defining if it should apply to all pages or a single page. The default is evidently for a single page.

Then I opened the "Style Templates" by right clicking on the T&S window and then left clicked on "Apply to all pages". It appears when I select the original page but when I change pages it dissapears.

How do I get it to apply to all pages?

The "Apply to All Pages" function only duplicates settings to the other pages that have a T&S windows already in them. It does not copy or duplicate the T&S window itself to other pages. In essence any page that does not have a T&S windows would not get the appled settings even if a new T&S window were added.
