How to start a bar at different time

Here is another basic question:

46. I would like to start a bar at a different time base,

For example, in ES 40 min, the bars are starting at:
8:00, 8:40, 9:20, 10:00, 10:40, 11:20 etc.

I would like to have bars starting at 9:50, 10:30, 11:10 etc.
Can I do this?

You should be able to do this through the Time Template by defining different Start/End times for the session you want to display (see example below where the cursor is on 9:50 bar).
