Are you aksing about $TICK? And why it's calculated every 6 seconds?

Assuming that's the question, we have an algorithm in our system that calculates a number of indicies every 6 seconds. With the amount of data being crunched, you have to choose some interval and 6 seconds is simply what we've been using for years. The figure is "real-time" the moment it's sent.
