News Problem with Global Server after upgrade to 7.xx

i have run ts2000i with the very old data manager fine so i took the bold move up to 7.x here and now i keep getting this news error every time i start global server.

i have tried turning off the news at start up but it has a mind of its own, and keeps starting sometimes twice.

i do not subscribe to news nor want it on my machine at all!

The file path on one of those screen shots is from our old BMI/Market Center product. My guess is that you have multiple versions of our applications installed on this PC and somewhere, Global Server is making a call out to an outdated file. I can't imagine how upgrading to 7.xx would impact that but since we didn't program the GS, it's hard to know what the code is looking for.
