specs.tab what does it do?

Following the bulletin, I've downloaded the new specs.tab file.

In the download section, it says:

If you are getting decimals,please replace what you have in the sigtext directory and eSignal directory with this version.

So I was hoping that for, for example ZB #F I would no longer have decimals, but fractions (15/32) but it did not change.

Just out of curiosity, what decimals are referred to?

Specs.tab controls things like holidays, market hours, market abbreviations, data format, etc. There is a long list of items it addresses.
