There is no specific tool to draw circles or ellipses, but you could try using the FIB Circle Tool.

Hi Siwi, attached is an example of the Fib Cirlce tool Alex mentioned below.... it is possible it could help you do what you wish, if you can improvise a little. For example, in the chart below I would turn off all the lines accept 1.0 and use it to draw a circle if I needed a circle for some reason.
