Here is the conversation from a Chat(a little modified).

eSignal says, Hello, and thank you for using LiveRep.
You say, i have two computers.
You say, when the first one uses esignal, the second auto logs off it.
eSignal says, right, you cannot use esignal on more than one PC at a time with the same username and password
You say, I shut down the first one, then I want to log on second one without restarting esignal.
You say, how can i log on second esignal without restart esignal because the esignal already there only the data is unavailable?
eSignal says, you will need to shut down both esignal's then open it only on the PC you
    want to use
You say, I remembered before a technician told me I can let esignal data recovery without shut down esigal.
You say, i forgot how to do it.
eSignal says, press the Ctrl key on your keyboard, and click on the green OK at the top
    of the cursor window.
You say, i only use quote or summary window, how to do that.
You say, even if click OK in cursor window, the data can't recovery because the OK instead by Dup ID.
You say, Now, I only have one computer run esignal that is still starting (without data).
eSignal says, you still need to restart your esignal and data manager
You say, Iwas told before I can recovery the data manager without restart.
eSignal says, not in this case
    You say, ok, thanks.

The response you received sounds right to me. Thats the way you need to do it. I have found no other way. You can try this, not sure if it will work though. You can disconnect from the internet close winsig.exe then reconnect. Its just a shot in the dark.
