If you mean drawing arrows then yes you can. Right click the icon that looks like a pencil that is in the Line Toolbar and in the dropdown menu select Arrow. Click OK and from that moment onwards that Line Tool will draw as an Arrow.

It depends on how those were drawn.
If they are part of an indicator then you will need to do that with the efs.
If instead you want to place similar looking arrows yourself in key points of a chart then you need to use the Text tool, select Wingdings (or equivalent) as the font then type the keystroke combination that creates the arrows (<Alt>+0233 for Up arrow and <Alt>+0234 for Down arrow)

sorry but it doesn´t work for me.

I have Wingdings as font. I suppose that the size doesn´t matter at the letters.

Then OK and I wrote: <Alt>+0233 as text (wrong?).

            I am beginner at esignal...:-(

Here is what you need to do.
Click on the Text tool icon and then click in the chart. This will open the Text tool dialog box.
              Select Windings as the font.
Now while you keep the <Alt> key pressed type the numbers 0233 using the numeric keypad.
In the Text tool box you should now see an arrow.
Click OK and place the arrow wherever you wish
