Data Fee-Waived Globex Bundle?

As shown in the exchange fees table on QChart's web site, there is an option: CME Group Data Fee-Waived Globex Bundle (includes the E-minis). But it only works with eSignal, not QCharts. Is there any plan to provide that feature to QCharts users? I'm also wondering how eSignal can provide free data with broker partners. Do the brokers pay for it?

QCharts users will be able to participate in the fee-waiver program once the QCharts features are added to eSignal. In order for a QCharts user to take advantage of the fee-waiver program they will need to run eSignal for the broker integration.

We are able to offer this data for free as long as we are able to show the exchange that client's are using this data with a broker and eSignal.
