Is new dot made once price breaks opposite dot or once bar close is made breaking old dot?

Once the last price of the instrument violates the Parabolic, the Reverse portion of the indicator takes over and begins charting on the other side of the price data. The reversing of the SAR is not based on the closing of the price below the Parabolic SAR indicator, hence the Parabolic can theoretically reverse on a single tick below the indicator.
